Key bank check cashing fees

My children's doctor accidentally over charged me for co-pays over the past year or so. They called to let me know I was due $90.00 and they would be sending me a check. I bank in a neighboring county as we moved here only about a year ago. We currently have about 4 inches of snow so I decided to pop into our local Key Bank to cash the check, as that is where the check was drawn from. I had I.D. but because I am not a customer of theirs, I was charged $10.00 to cash the check. I told the clerk I had never heard of such a thing and she said nothing but offered to open a free checking account for me so I could avoid the fee. There is no way I will ever bank with Key Bank and I said so. I forgot to mention, with the 4 inches of snow we have, ALL of their drive through lanes were closed when I stopped by at 10:00 am, and they were not busy at all, still I waited in line, alone, for a good ten minutes while the employees behind the counter just acted like I wasn't there.
